LTC Matthew Clark (Past Speaker)

Lieutenant Colonel Matthew G. Clark is the Joint Product Manager for the Chemical Defense Pharmaceuticals Joint Product Management Office within the Medical Countermeasure Systems Joint Project Management Office at Fort Detrick, Maryland. In this role, he is responsible for providing centralized research, development, acquisition management, and joint service integration for products transitioning from technology base through full life cycle management of Food and Drug Administration approved medical countermeasure pharmaceuticals against chemical, radiological and nuclear threats.

Originally from Lisbon, Iowa, LTC Clark graduated magna cum laude as a distinguished military graduate of the Reserve Officer Training Program at Coe College in 1995 and earned a PhD in Behavioral and Neural Sciences from Rutgers University in 2000. In addition to prior service as an enlisted intelligence analyst, his past assignments include the Walter Reed Army Institute of Research; Alpha Company, 168th Medical Battalion; US Army Medical Research Institute of Chemical Defense; the US Army Medical Materiel Development Activity; the Army Asymmetric Warfare Office under the Army Deputy Chief of Staff for Operations (DA G-3/5/7); the US Army Medical Research and Materiel Command (USAMRMC); and as the Director of the Eisenhower Leader Development Program at the U.S. Military Academy at West Point and Teachers College at Columbia University.

Notably, in Iraq he served on the Army Materiel Command Field Assistance in Science and Technology Team. Following redeployment, as the USAMMDA Deputy Commander, he and 3 others served as subject matter experts in the rapid acquisition and design of the Mine Resistant Ambush Protected (MRAP) ambulance.

While serving as the Deputy Director of the Plans, Programs, Analysis and Evaluation Directorate of the USAMRMC, he was competitively selected to represent both the Office of the Surgeon General and the Assistant Secretary of the Army for Acquisition, Logistics and Technology in the Army Congressional Orientation Program. In his free time, he is a national board member for the Military Officers Association of America. He is also the series coeditor of the Annals of Theoretical Psychology.

His schooling includes the Command and General Staff College-Intermediate Level Education, AMEDD Officer Basic and Advanced Courses, Naval Post Graduate School Advanced Acquisition Program, numerous Defense Acquisition courses, AMEDD Combat Casualty Care Course, IACUC 101, and various national and international scientific meetings. He is Defense Acquisition Level III certified in Program Management and Science and Technology Management and is a certified Project Management Professional (PMP). He has published one edited book, eight book chapters, and over 20 peer-reviewed and official scientific articles.

He is a recipient of the Surgeon General’s “A” proficiency designator, the highest award for professional achievement and he is a member of the Order of Military Medical Merit. His awards include the Meritorious Service Medal (6th award), Army Commendation Medal (3rd award), Army Achievement Medal (2nd award), National Defense Service Medal (2nd award), Iraqi Campaign Medal, Global War on Terrorism Service Medal, Korean Defense Service Medal, Overseas Service Ribbon, Army Service Ribbon, the Expert Field Medic Badge, and the Army Staff Identification Badge.
